Sarpanchas question MMC CO’s authority in seeking ‘waste disposal’ details

Taking a strong objection to  the letter sent by the chief officer (CO) of the Margao Municipal  Council (MMC) Siddhivinayak  Naik seeking details of the  waste disposal system from each of the 14 neighboring village panchayats as waste is allegedly found dumped in the municipal areas, sarpanchas of most of these villages questioned  Naik’s  authority in dispatching a such letter.

When contacted, most of these sarpanchas stated that  the MMC has no such authority to  seek such details and added that instead the officer should  write to the Director of Panchayats and get the same  details.  They also  strongly  opined that  MMC should penalise those who dump their waste in its areas, instead of  writing to the panchayats.

Naik, on Monday, had sought  copies of garbage disposal plan, work order issued by the panchayats for collection of  waste,  agreement signed for  such a  waste collection, and data on daily waste generated by the 14 villages.

“The chief officer should know that the MMC is an autonomous body.  He cannot ask us these details, and we cannot submit the same to him based on his letter, simply because we do not come under the Margao Municipality.   If at all  he requires all these details, he should have directly  written to the  office of the  BDO, or the Director of Panchayats and not to the individual panchayats.  If any person dumps his or her waste in the MMC areas, it should penalise the person. Strict action should be taken,” said Siddhesh  Bhagat, sarpanch of Aquem-Baixo.

The Curtorim  sarpanch Rui Menezes, said, “Who is the chief officer to write such  a letter to us? What powers does he have? Once I get the letter, I will see how to reply to it. None of the  Curtorim people dump waste in the MMC areas. The MMC takes police protection  to  dump the mixed waste on the old dump. They should also guard their areas using police.”

Sarpanch of Dicarpale-Davorlim Sehar  S Sheikh said, “Many people residing in the MMC areas are dumping their waste in her panchayat area.

“The MMC  should  impose heavy fine on those who  dump it in its areas. The panchayat is not answerable to the  MMC chief officer. We will provide such information only to the  government authorities,” she said, adding that the panchayat  collects   dry waste twice a week.

“Most of  the locals  disposal of their  wet waste  in their  backyard  in a pit. We have no place to set up the waste treatment plant,” she further added.

“The MMC cannot order us. If the same (information) had to be  asked on a friendly note, we would have provided it. If the MMC chief officer wants this details, he should write to the  Director of  Panchayats,” commented the  chairman of  the Raia  village  garbage management committee Edwin Vaz.  

Basilio Fernandes, Camorlim sarpanch,  also echoed the similar views, and went on to ask  how  the chief officer of the MMC can write to them. 

“The MMC has no powers over panchayats,” he maintained.    

“We will see what the MMC has  written to us and then will  respond,” said  acting sarpanch of  Rumdamol- Davorlim.

“The panchayat will respond to the letter received from the MMC. But we can’t say for sure that villagers are dumping their waste in Margao. Private contractors may be  collecting waste from hotels and restaurants and dumping it in the MMC areas. We too, as a village, have to face issue of roadside garbage dumping,” said Colva sarpanch Anthony Fernandes, adding that  Colva has recently begun weekly dry waste collection.

“It is wrong to point the finger at the panchayats on waste dumping issue. We  collect  dry waste every week and segregate it at a shed located at the panchayat office premises,”  said Benaulim sarpanch Diella Fernandes.

Fernandes confirmed that  the panchayat has received a letter from the MMC asking for the details of  village waste disposal system. 

Panch member Xavier Fernandes said that “if panchayats are being blamed for dumping waste, Margao could also be blamed for releasing sewage into water bodies that eventually make its way into the village rivers and lakes.” 

Domingo Fernandes, sarpanch of  Seraulim  made similar comments.
