CBI files charge-sheet against official

The central bureau of investigation (CBI) has filed a charge-sheet against Agnelo Fernandes, the then passport officer, Goa and currently additional collector-I (South Goa) in an alleged disproportionate assets case of 2016.

The 354-page charge-sheet has been filed before the District Principal Sessions Court, Margao. The CBI has relied upon 115 witnesses in the case. The CBI has also named Agnelo’s wife Cynthia for offence of abetment.

According to the CBI officials, during the check period from April 1, 2002 to September 9, 2015, Agnelo Fernandes, while serving in the government of Goa and central government (Regional Passport Office, Panaji) services, by allegedly indulging in corrupt activities, acquired illegal assets, both movable and immovable in the name of self, his wife Cynthia and children, which are disproportionate to their known sources of income to the tune of Rs 70.71 lakh, which they could not satisfactorily account for. Between April 10, 2013 to April 8, 2016, Agnelo Fernandes was on deputation in the Ministry of External Affairs, government of India, serving as deputy passport officer, regional passport office, Panaji.

A CBI official said that the disproportionate assets case of 2016 against Agnelo Fernandes was an offshoot case of passport case, which was registered in 2015 against him and three others, alleging illegal issue of passports to applicants having criminal backgrounds.

According to the CBI, as a part of investigation in the passport case, searches were conducted at the residence of Fernandes wherein amassing of huge wealth was detected and on further verification, possession of assets disproportionate to his known sources of income was found, based on which the disproportionate assets case was registered and detailed investigation taken up.
