250-tonne Bainguinim plant proposes to treat garbage from four talukas

PANAJI: As the public hearing on a solid waste treatment facility being set up at Bainguinim is scheduled on June 28, the environment impact assessment (EIA) report for the project shows that it proposes to treat waste not only from Tiswadi taluka, but also from villages in three other talukas. The 250-tonne plant could also accept waste from Sattari, Bicholim and Ponda, covering a population of close to 3.50 lakh in all.

“The proposed facility at Bainguinim is considered to be a central facility for the state of Goa as there is a need to enhance the existing solid waste management system for regional area,” project report for the plant states.
The plant at Bainguinim will be on similar lines as the one currently operational in Saligao, as per the project report.
According to the project proposal submitted to the CSIR-NEERI, Nagpur, to carry out the EIA, the plant will cost Rs 248.50 crore to be constructed and the state plans to avail part of the funds from the centre available for solid waste management in urban areas under the swachh bharat mission. The actual facility will occupy 22,422 sq m of the 1,71,312 sq ms acquired by the government. A 30-m wide green belt has been planned around the periphery of the facility.
NIO scientist Arvind Kumar Saran, however, said that if waste from areas beyond Tiswadi is accepted at the plant, the project site at Bainguinim runs the danger of becoming mainly a dump site like the Sonsoddo in Margao.
“It will become a very dangerous Sonsoddo-like site in North Goa. The site was proposed for garbage management at Bainguinim a long time ago. Since then, many residential buildings have come up in the area at less than 30ms from the site. This has not been taken into consideration. The EIA also does not show any plan of how the leachate will flow. This is important as the nearby Kadamba plateau has no piped water supply and many are relying on borewells, the ground water may get contaminated,” said Saran.
Goa Waste Management Corporation (GWMC) will be the nodal agency for executing the solid waste management plant at Bainguinim, which according to the project report will comprise of recycle & sorting line, segregation, bio-methanation and in-vessel composting.
The landfill at the facility is sufficient for upto the year 2026 for dumping of rejects that cannot be treated at the plant for various reasons, as per the report submitted to CSIR-NEERI.
“ Biogas will be generated from the Wet (Organic) fraction, which will be converted into electricity whereas the stabilized organic sludge shall be further processed to generate high quality Soil Conditioner and Compost. The electricity shall be utilized to run the entire facility. Surplus electricity shall be exported to the Electricity Grid,” the project report states.
