Margao pay-parking plan entangled in GST knot

Margao: Over two years after laying the foundation stone for the multi-level pay parking project near the erstwhile fish market in Margao, the construction work is yet to take off. The delay has now been attributed to the confusion over the goods and services tax (GST) as the contractor who has bagged the project is reluctant to accept the work order fearing that he would have to cough up Rs 18% of the Rs 6.5 crore cost of the project towards GST.

Official sources in the Margao Municipal Council (MMC) said that as the GST works out to a considerable amount, and as the contractor had bid for the project before the GST was rolled out, the MMC has sought a legal opinion over the matter. And until the tangle is sorted out, the project is likely to remain further grounded.

MMC has decided to utilize the amount of Rs 3 crore it received as Golden Jubilee grants for the project, and the remainder will be sourced from the unutilized grants it has in its coffers.

The delay in commencing the work was initially attributed to red-tapism in obtaining the necessary sanctions from the authorities, and later to the change in Goa Schedule of Rates (GSR) that necessitated preparation of estimates afresh before inviting tenders. The code of conduct for the assembly elections further added to the delay.
