Civic bodies asked to use up pending funds

Panaji: Municipal bodies have been warned that if they fail to utilize the pending development grants in the next six months, they will not be given fresh grants.

A majority of municipal bodies have not used funds received from the government.

Chief minister Manohar Parrikar, along with urban development minister Francis D'Souza, held a meeting on Wednesday to discuss issues linked to functioning of municipalities and discussed non-utilization of funds. Margao municipal council has not used funds to the tune of Rs 14.42 crore, D'Souza said.

While municipalities will continue to get salary and octroi, they have been asked not to divert those funds for other purposes, D'Souza said.

Municipalities also failed to use funds received as golden jubilee grants. Class 'A' bodies were given Rs 3 crore each, class 'B' Rs 2 crore each, and class 'C' Rs 1 crore each.

D'Souza said municipal bodies have been told to utilize those funds by September, failing which they should refund the same.

In addition, councils have been directed to go cashless within the next six months. Some have already started receiving taxes online, the minister said.

Besides, it was decided that all municipal bodies will have common bylaws, which is not the case at present.

Many councils have not filled up vacancies and several posts have lapsed. D'Souza said they have been asked to revive the posts that have lapsed, and fill up any vacancy that arises without delay.

The issue of some of the municipalities not having full-time chief officers was also discussed. D'Souza said that while this has been long-pending complaint, such bodies have chief officers, who are given second charge of Ravindra bhavans, where there less work. "Some chief officers don't work and this affects the functioning of the council," D'Souza said.

The meeting was attended by chairpersons and chief officers of the state's municipal bodies.
