50 hike in FAR for industrial estates

Goa’s land-constrained industry is set to get benefit of enhanced space with floor area ratio (FAR) hiked from 100 per cent to 150 per cent in industrial estates after amending the Goa (Regulation of Land Development and Building Construction) Act, 2008 and Goa Land Development and Building Construction Regulations, 2010.

The new regulation notified on Thursday is applicable to all industrial estates and industrial areas in Goa which are owned and developed by Goa Industrial Development Corporation (GIDC).

The newly modified rule also reduces the existing side and rear setback upto 3 mts, and for open space and general utility space it has been reduced upto 10 per cent to increase the land coverage from 50 per cent to 60 per cent.

Addressing a press conference here on Saturday, chairman of IDC Glen Ticlo said that the state government and IDC have taken into consideration persistent demand of the industrial sector to have increased coverage and FAR of the plot in order to maximize the utilization of plots, given the constraints of availability of industrial land.

Maintaining that total of 10 lakh square metres of land will be made available under the new modified rules, Ticlo said the amended rule provides major advantage to Goa’s

 

industry and budding entrepreneurs.

Narayan Gad, managing director, IDC, said that hike in FAR would go a long way in alleviating land scarcity in industrial areas. “Manufacturing facilities can grow vertically and companies will not seek additional plots for expansion,” he said. He further said there is also a proposal to amend the transfer and subleasing rules to make time-bound decision on applications received for sublet and transfer of IDC plot. The officer under the proposed amendment will have to decide on grant or reject the application within 31 days of its receipt. If he fails to do so, then it is deemed to be accepted.

The IDC has also formed a flying squad to identify plots underutilised in industrial area by allottee. According to the 2014 regulations, the person to whom the plot has been allotted has to utilise 30 per cent of the FAR of the plot allotted within five years from the date of possession.
